REPORT OF CHANGES OF PLANS Creation of Separate Departments Extensive Construction Programme United Press Association—By Electric Telegraph—Copyright (Received January 13, 8.35 p.m.) MOSCOW, June 13 The posibility of Russia constructing a high seas fleet is suggested by the creation of a special ministry of shipbuilding under a new plan, whereby the Commissariat for Defence and Industries, established last year, is being split up into four Ministries, dealing with aeroplane construction, ship building and the manufacture of weapons and munitions. It is stated that the original commissariat proved unwieldy. EXPANSION OF DEFENCES SOVIET’S COMPLETE REORGANISATION United Press Association—By Electric Telegraph—Copyright MOSCOW, January 12. M. Josef Stalin has issued a decree for the complete reorganisation of the Commissariat for Defence Industries, to cope with the vast expansion of the Soviet defences. The Commissariat will be divided into four sections with separate chiefs —aviation, ship-building, war supplies and armaments. The Warsaw correspondent of “The Daily Telegraph” says: “Drastic orders issued to speed up industry, and cheapen labour, threaten a most serious labour trouble”. They prescribe a 14 per cent wage reduction and a 25 per cent increase in the minimum output of the workers.
