DID ITALY MOBILISED?
FOREIGN MINISTER'S STATEMENT CHALLENGED United Press Association—By Electric Telegraph —Copyright (Received December 3, 1.37 a.m.) LONDON, December 2. “The Manchester Guardian” declares that Count Ciano, Italian Foreign Minister, was untruthful when he stated that Italy had secretly mobilised in September. On the contrary Signor Mussolini and Count Ciano wanted to mobilise, but King Victor and the public, especially in northern Italy, where there was strong opposition to participation in a European war, prevented it.
