GERMAN PROPOSALS TO RUMANIA United Tress Association—By Electru Telegraph—Copyright (Received November 2, 11.40 p.m.) LONDON, November 2. The Bucharest correspondent of “The Times” says: “The German trade delegation has arrived. It is understood it is offering a barter agreement for the exchange of German manufactured goods against Rumanian oil and agricultural products, but it was pointed out that such an arrangement would kill Rumania’s budding metallurgical and other industries. Rumania is therefore unlikely to accept the proposal.
