Despite British troops guarding the Post Office, Law Courts and Police Station, the rebels placarded a proclamation at the Post Office warning British residents that “the savage murders the British Army is committing against peaceful Arabs will meet • with reprisals. British officials and civilians, you have ignited the fire and must bear the consequences.” The authorities have imposed a dawn curfew and this is believed to be the preliminary to a British clean-up and reasserting of authority in the rebelinfested city where murder, arson, theft, intimidation and racketeering are rife. ARAB DEFIANCE REFUSAL TO OBEY ORDERS Onited Press Association— By Eleotrle Telegraph—Copyright (Received November 1, 5.5 p.m.) LONDON, October 31. The Haifa correspondent of “The Daily Mail” says: “Admiral sir Dudley Pound will arrive in the flagship Warspite on November 1, and then fly to Jerusalem to confer with the military authorities. The conference coincides with the campaign entering a decisive stage. The Arabs have organised a general strike to begin on November 1, in opposition to the Government’s ordergrequiring everyone journeying even on donkeys to possess a permit. The Arabs refuse to apply for this, owing to- their leaders’ threat of death. Accordingly the activities of the whole Arab population have been brought to a standstill. Trade between villages and towns has ceased. The Government has taken steps to maintain the water supply, sanitary services, electric power and lighting, run mainly by Jewish labour, which will be protected. It is regarded as ominous that all moneyed Arabs in Northern Palestine have crossed the Syrian border on a motor tour. The Galilee, Haifa, Safed, Tiberias and Nazareth areas to-day revealed apprehension. There is no doubt the Arabs are animated by a desperate spirit of resistance.
