STRENGTHENING PROGRAMME PLANNED United Press Association—By Electric Telegraph—Copyright WASHINGTON, October 29. Mr Louis Johnson has announced the inauguration of a two billion dollars two-year programme to strengthen and co-ordinate electric power sources along the eastern seaboard for defence purposes of private utilities in strategic war mateiial centres. Mr Johnston is immediately purchasing, with Government assistance, 350,000,000 dollars worth of equipment.
