CABINET CHANGES

LORD STANHOPE AS FIRST LORD Unites Press Association—By Electric Telegraph—Copyright (Received October 28, 6.30 p.m.) LONDON, October 27. Lord Stanhope (President of the Board of Education), has been appointed First Lord of the Admiralty in succession to Mr A. Duff Cooper, who recently resigned. Earl de la Warr, Under-Secre-tary of State for the Colonies and former Parliamentary Secretary to the Board of Education, has been appointed Minister of Education.
