CABINET CHANGES

LORD STANHOPE AS FIRST LORD Unites Press Association—By Electric Telegraph—Copyright (Received October 28, 6.30 p.m.) LONDON, October 27. Lord Stanhope (President of the Board of Education), has been appointed First Lord of the Admiralty in succession to Mr A. Duff Cooper, who recently resigned. Earl de la Warr, Under-Secre-tary of State for the Colonies and former Parliamentary Secretary to the Board of Education, has been appointed Minister of Education.

It is understood that Mr Malcolm Macdonald will continue to combine the portfolios of Colonies and Dominions.

The King held a Privy Council at which Lord Stanhope kissed hands on his appointment as First Lord of the Admiralty, and an Order-ih-Council was made that Earl de la Warr be President of the Board of Education, states a British Official Wireless message. Their Majesties later left for Sandringham.

ENGLISH PRESS COMMENT REGARDED AS “MERELY PRELIMINARY SHUFFLES” United Press Association—By Electric Telegraph—Copyright (Received October 28, 11.45 p.m.) LONDON, October 28. “The Times” says: “Yesterday’s Cabinet appointments are only a comparatively minor part of the impending reconstruction of the Government.” “The Dally Mail" calls them “merely preliminary shuffles,” adding that Mr Chamberlain Intends to broaden Cabinet in a way enabling a bigger Impulse to be given to rearmament and other measures in which famous businessmen may be Invited to assist, but firstly M*r Chamberlain proposes to make a statement in Parliament outlining the security plans and probably appealing for national unity.
