Czech Reply to Budapest Bowing to Logic of Circumstances Ruthenians Oppose Surrender United Press Association-By Electric Telegraph—Copyright PRAGUE, October 26. The Czech Foreign Minister (M. Chvalkovsky) has handed the Hungarian Minister a Czech reply accepting the Hungarian demand for the occupation of districts the cession of which has been mutually agreed upon, but suggesting that a week is insufficient to remove material and accordingly proposes a consultation between ths Czech and Hungarian military authorities. The reply also accepts the principle of Italian and Germaal arbitration regarding the districts which Hungary has claimed, but which the Czechs have refused. It adds that the Czechs Insist that Rumania should also be consulted if Poland is to be brought into the arbitration in accordance with the Hungarian suggestion. Tile Minister of Education (M. Bukhovsky) and M. Reavy, the Ruthenian Minister in the Czech Cabinet, have resigned, they considering that the Cabinet decisions sacrifice the interests of the Carpathlan-Ruthenians. The Ruthenian Prime Minister (Dr B-odie) has also resigned. Herr Karmasin, the German representative in the Slovak Cabinet, has asked permission to attend the CzechHungarian negotiations on the grounds that the German minorities claim a voice in their own disposal. Slovak Attitude A Vienna message states iart Herr Hitler is believed to be remaining in Vienna until the Hungarian-Slovakian frontier is settled. The Berlin correspondent of the “Daily Telegraph” states that a settlement of the Hungarian-Slovak dispute giving Hungary Kosice and the other towns claimed, is likely tc emerge from Herr Ribbentrop’s Rome conversations, but it is expected that Germany will not support the Hungarian claim for Bratislava. It is likely that Italy will abandon her tentative support of the Polish and Hungarian claims in Ruthenia.
