COUNTY COUNCIL MONTHLY MEETING The Waimate County Council met yesterday. Present, Mr J. Bitchener (chairman), Crs. A. S. Elworthy, H. M. Whatman, H. B. S. Johnstone, J. J. Dickson, W. Lindsay, N. A. Rattray, A. N. Hayes. Finance The chairman of the Finance Committee (Cr. H. M. Whatman) reported that the balance at the bank in November, 1937, was -debit £12,023/12/9 (1936 debit £7779/11/5). The accounts presented yesterday totalled £3897 11/-. The receipts since last meeting amounted to £1227/5/7. In the Lower Waihao Water Race account the balance at the bank in November 1937 was credit £429/6/9 (1936 credit £463/16/3). The accounts presented yesterday totalled £2B/12/6. The receipts since last meeting amounted to £l6/1/10. Cr. Whatman commented that a refund of a payment of about £2OOO to the contractor on the Waihao Downs road would improve the bankingfigures considerably. “The council seems to be getting a considerable way behind last year’s figures,” said Cr. Rattray. He asked whether the Finance Committee was satisfied with the position. Cr. H. B. S. Johnstone: Quite satisfied.

The chairman said that the position was no worse than anticipated at the commencement of the financial year. A substantial refund was due from the Main Highways Board and the fact that the Waihao Downs road had been prepared in the winter and sealed at the beginning of the summer is the first time such a roading schedule had been observed in the county had made the bank balance appear in a comparatively unfavourable light. The report was approved. Correspondence Although the supply of water in the Lower Waihao Water race had been satisfactory during the month, complaints had been received of a shortage caused by the races being blocked to irrigate the land, reported the secretary of the committee (Mr J. C. Hay). The committee asked that a warning be issued, as a shortage of water was serious to stock in this weather. It was agreed to send out warning notices threatening legal action if the race were blocked for irrigation. The Main Highways Board wrote advising that it had taken over from the council the responsibility for the maintenance of the main highway from the Pareora River to the Wajtaki. An application from Mr E. A. Trembath for permission to use a haybeater, mounted on a lorry, on country roads was granted. The Ashburton County Council, replying to the council’s inquiry, stated that it had indented 15 tons of weed destroyer for disposal to farmers at cost with the object of encouraging the control of noxious weeds, particularly Californian thistle. Satisfactory trials had been made with sodium chlorate and with a proprietary lime. Discussion was held over to the next meeting. Mr W. J. McDonald, Maungati, applied for permission to erect a pumping plant by the stream on the council’s property at Timaunga Settlement and take the water across the road for house and stock use. The application was granted subject to the engineer’s approval. Fifteen signatures were attached to a petition asking the council to widen the Point Bush road at the corneropposite “Hiwiroa” gates, which, it was stated, was at all times dangerous. The engineer was asked to report. The council agreed to support a petition signed by 23 members of the outside. staff for the institution of a sick benefit fund and a donation of £5 was passed towards the fund. TENNIS WAIMATE v.
