DISCUSSION REFUSED IN UNITED STATES United Press Association—By Electric Tel egraph—Copvrlgbt (Received November 25, 8.40 p.m.) WASHINGTON, November 24. The State Department would make no comment on the London newspaper report that Britain is prepared to repay her war debt to America, under terms revising the original settlement plan. The State Department also refused io discuss the reports that Britain and America have arranged to confer on the subject of debts immediately a trade agreement was signed.
