BRITISH COLUMBIA’S PLANS VICTORIA, November 19. The Minister of Defence (Mr Mackenzie), defending the expenditure on war ’planes said: “The day has gone when we can sponge on the proximity of the United States, and membership of the Empire as substitutes for selfrespecting defence."
