LONDON, October 4

The diplomatic correspondent of the Australian Associated Press says: “Signor Mussolini has not yet replied to the British-French invitation to a three-Power talk.” Signor Mussolini's decision is not likely to be known for several days. A complete rejection is not expected, but he probably will submit counter proposals for discussions before the NonIntervention Committee. He also may insist on the inclusion of Germany in any discussions. It is understood that France and Britain are most concerned over the discovery of evidence indicating fresh reinforcements of Italian planes which participated in air raids on Valencia and Barcelona on October 2, operating from Majorca. The Rome correspondent of “The Daily Telegraph” understands that Bruno Mussolini and Colonel Biseo are both in Spain with the volunteer flying squadron of bombers.

Official circles neither confirm nor deny the report.

It is urged that until non-interven-tion is made effective by the withdrawal of non-Spamsh combatants from Spanish territory, an improvement is Impassible, end it is suggested that the previous agreement between the British, French and Italian Governments, in regard to substantial measures to this end is necessary to overcome the difficulties encountered by the Non-Intervention Committee. “The Times” states that the Note adds that such a tripartite agreement would ease the political situation, end that when a substantial withdrawal of volunteer's in fact had been accomplished. it should be possible, without much difficulty, to solve the other problems, such as the granting of conditional belligerent rights to the two parties to the Spanish conflict. The need for speedy action and an early beginning of the tripartite conversations is emphasised.

A communique announces a successful loyalists’ offensive in the Villaverde sector of Madrid. They captured 65 houses, in which the Insurgents had built machine gun nests, protected by steel plates, bearing German inscriptions. The loyalist forces captured machine guns and mortars. The casualties in yesterday’s raid on Valencia were 50 dead and 169 wounded.
