HINT OF COMPROMISE IN AMERICA SUGGESTED RETIREMENT OF AGED JUDGES United Press Association—By Electric Telegraph—Copyright (Received March 3, 10.15 p.m.) WASHINGTON, March 3. An effort by all factions in Congress to effect a compromise on President Roosevelt’s court proposals is becoming increasingly apparent with the abandoning of the earlier Republican strategy to let Democratic opponents of the proposal take the lead. Senator Vandenberg, in a radio address, endorsed the Wheeler-Bone amendment to permit Congress to over-ride the Supreme Court invalidation. If the first 10 amendments to the Constitution of the famous Bill of Rights is excepted from the purview of the amendment, the way is paved for Senator Vandenberg’s endorsement speech. The day before, when Senator Whe-ler said he was willing to except the Bill of Rights, Mr Summers, indicating the desire of both sides to compromise, spoke on the floor of the House of Representatives, urging the patriotic duty Of elderly justices to retire voluntarily in favour of younger men. He stated that the justices could retire without shame, knowing that they were performing a service to the country and co-operating with the Government.
