THREAT OF BIG STRIKE United Press Association—By Electric Telegraph—Copyright (Received November 28, 1.24 a.m.) PARIS, November 27 The employers refused to negotiate with the trade unions unless they were guaranteed strict observance of the agreements. The unions retorted with a threat of a huge strike. M. Blum promptly announced an Emergency Compulsory Arbitration Bill and also recommending an increase in wages to offset the higher cost of living. There are fears that the policy may jeopardise the Government’s position in the Senate.
