OTTAWA AGREEMENT UNDER FIRE United Press Association—By Electric Telegraph—Copyright LONDON, November 6. “The Ottawa agreements, establishing a ring fence around the British Empire are an absolute bar to an allround reduction in tariffs and quotas,” said Sir Herbert Samuel in a broadcast speech, “but the rejection of agreements by the Canadian people showed that the door was being opened to a large change of policy.”
