MEETING OF BOROUGH COUNCIL

HIGH SCHOOL SPORTS The Waimate Borough Council met on Tuesday evening. Present: The ■Mayor (Mr G. Dash), Crs. W. G. Paul, S'. I. Fitch, S. G. Reid, G. R. Watters, A. Bringans, J. Atwell, J. T. Hay. The South Canterbury Federation ol the Women’s Institute wrote thanking the council for the facilities offered delegates and visiting members on the day of the conference in Waimate. The Waimate Automobile Association wrote expressing appreciation of the prompt aetion taken by the council in enforcing the parking by-laws in Queen Street. The South Canterbury Highways Traffic Group forwarded a statement of receipts and payments for the half year ended September 30, 1935. The debit balance shown was £5/17/1, making it unnecessary to make a levy on members for the half year.

The Commissioner of Transport (Mr G. C. Godfrey) wrote requesting that returns in connection with the recent check-up on brakes and lights should be forwarded to the Department as early as possible. The Canterbury Farmers’ Co-op. Association, Waimate, wrote requesting permission to instal four petrol pumps and four 500-gallon underground petrol tapks in Victoria Terrace. The council was also asked to arrange for the construction of sufficient concrete crossings to cover the water channels at each side of the installations.. The Town Clerk said that the crossings were being made and permission had been given to instal the tanks. The borough gardener (Mr A. White) reported that summer bedding and general planting in Victoria Park was well forward. A good display had been maintained in the reserves during the spring and the young flowering trees and shrubs planted a few years ago were now flowering well. The Mayor reported that, owing to the lack of suitable facilities, the Health Camp authorities had to pass by Waimate as the site of this year’s camp in favour of Pleasant Point. He suggested that camping facilities be provided at Victoria Park in the form of a club house. The matter was referred to the Reserves Committee for consideration and report.

The Mayor stated that considerable trouble had been experienced by borough workmen owing ,to children digging their heels and toes into newlytarred surfaces and sometimes tracing their names. If parents were to speak to the children in the matter, considerable improvement should result. Gaps had been left in tarred surfaces where excavation work had been carried out by tlie Waimate Gas Co. The previous practice had been for the borough to do the tarring and charge the Gas Co., but the company now undertook to do its own tarring, stating that it could do it more cheaply. The Mayor suggested that the Gas Co. be given permission to do the work only if it were done within a specified time. The Town Clerk (Mr B. S. Runciman) said that the -work referred to would be done shortly. The Mayor said that if the borough workmen were going past a place they should be able to do the work more cheaply than the Gas Co., which had to send men and materials. The Town Qlerk said that the Gas Co. had at times to tar long strips and it was this work, rather than small patches, which concerned the Gas Co. After further discussion, it was decided to instruct borough workmen to do minor tarring Jobs for the Gas Co. in their stride and charge the company. The Public Works Department forwarded a circular letter relative to the maintenance of railway level crossings. Complaints had been received by the Main Highways Board that the maintenance carried out by the Railway Department was unsatisfactory. To rectify the position it had been arranged with the Railway Department that the Main Highways Board take over the maintenance of level crossings and pay local bodies the usual £3 for £1 subsidy for any work involved at level crossings. The Water Committee recommended that the present dressing shed on the western side of the baths be removed and a larger one erected on the outside of the present fence for the use of women. At the top end of this extension it was proposed to put in a shower and a convenience. By doing this the seating could be extended on the western side, while on the opposite side of the baths one door of the present conveniences could be closed, and the seating extended 20 feet. This would give a total extension of something like 40 feet for three rows of seats which would considerably increase the space for spectators and should meet present requirements. The report was adopted. Mrs E. Brown wrote inquiring if her property on the corner of Parsonage Road and Butcher’s Lane could be connected with the Borough water supply. The request was granted. The librarian reported that during October three new county subscribers had enrolled and one borough. Two cpunty and three borough subscnbei s had resigned, leaving a total of 204 members. During the month 2089 books were issued and £4/14/1 received in subscriptions. Reporting on behalf of the Reserves Committee, the Mayor stated that the possibility of constructing additional courts at Victoria Park .had been investigated. A suitable site was located west of the present courts near the lily ponds, and perhaps a better site between the paddling pool pavilion and the tennis court pavilion. It was decided to reply to the previous request of the St. Paul s Tennis Club that the Council was not prepared to lease the free park court at present, but had in view the construction of additional courts in the park next season, When tire request would be reconsidered.

HIGH SCHOOL SPORTS Postponed for a week owing to unfavourable weather, the Waimate High School sports were again postponed yesterday afternoon when a downpour of rain terminated the meeting after a few events had been run off. With some events decided during the week, however, the programme is well in hand and should be completed in good time when the weather is favourable. Conditions yesterday militated strongly against record times being put up, consequently the effort of A. Dash), Messrs W. G. Paul, S. I. Fitch. S. G. Reid, G. R. Watters, A. Bringans, J. Atwell and J. T. Hay. The gardener reported that at Knottjngly Park all available labour was being used in cleaning the native section, but it would be impossible to complete planting this area this season. However, to have the area under cultivation for another year would be an advantage. The tarred paths had been patched and top-dressed and were in good order. Mr Atwell reported that in company With Messrs Watters and Bringans'he had inspected the properties of Messrs Horgan and Stevens. The property of the former was found to be in good order, but Stevens had been informed that he would have to clean his property up. Procters, the Premier Opticians.
