BRITISH PLAN TO OBTAIN FULL BENEFITS United Press Association—By Electric Telegraph—Copyright (Received May 2, 12.50 a.m.) LONDON, May 1. At the instance of the Birmingham delegation, the Association of British Chambers of Commerce at its annual meeting unanimously passed a resolution that the full benefit of Empire economic cohesion would be facilitated by the creation in London of a Permanent Preparatory Commission, on which full Dominion representation should be granted. The purpose of the Commission would be to study the interlocking of interests in industry and agriculture, and to overcome the difficulties to practical application of the Ottawa agreements.
