SOVIET EYES ON ENGLAND
WAR ON EXISTING CONDITIONS SEEKING DESTRUCTION OF EMPIRE United Press Association—By Electric Telegraph—Copyright (Received April 30, 7.0 p.m.) RIGA, April 30. While Anglo-Russiarx relations are increasingly cordial, the Communist Internationale has published a programme for the Sovietising of England. The plan “declares that life in England is unbearable, and the masses, guided by the British section, of the Third Internationale must seriously embark on destroying the present system. When the armed forces are disbanded, the English Soviets will stand before the world with clean hands, enabling the building up of a Red Army and Navy." The Tribunal’s programme declares that one of the first measures will bfi to dissolve the Empire, cancel governmental and private loans and investments in India, the Dominions and colonies, thus freeing them of burdensome tribute to Britain. Soldiers and officials will be withdrawn from India and Ireland, enabling their own Soviets to function.
