PRESIDENT’S PLAN IN PERIL

SERIOUS HOLD-UP OF LEGISLATION SEQUEL TO OPPOSITION TO LYNCHINGS United Press Association— Bv Electric Telegraph—Copyright (Received April 22, 5.5 p.m.) WASHINGTON, April 21. Sectional bitterness over the Federal Government’s intervention to prevent lynchings, appeared to-day as a formidable threat to retard the progress of the President’s legislative programme. With such important Administration measures as the N.R.A. Extensioin Social Security Bill, and the Bank Reform Bill still jammed in committee, Senator Costigan announced that he would press for consideration of the Bill bearing his name and assessing heavy monetary penalties on communities in which peace officials allov? mob violence.

Southern Senators organised a bloc with the avowed intention to filibuster the Bill to death. Therefore, unless Senator Costigan withdraws the Bill or a compromise is effected, it may be a matter of weeks before other legislation can be considered. LOAN CONVERSION REDUCTION OF INTEREST OBLIGATION United Press Association—By Electric Telegraph—Copyright (Received April 22, 5.5 p.m.) WASHINGTON, April 21. The Treasury announced more important conversion operations. The 1,9.33,000,000 dollars first Liberty bonds, at 41 per cent., will be called, and holders offered in exchange bonds bearing interest at 2 7-8 per cent, for 20 to 25 years, or five year notes at 7 3-8 per cent. “PROTEST” PARADES BITTER FEELINGS AROUSED IN NEW YORK United Press Association—By Electric Telegraph—Copyright (Received April 22, 7.45 p.m.) . NEW YORK, April 21. With a bright sun shining, New York’s socially-prominent people held the traditional Easter parade in Fifth Avenue to-day. Long lines formed in front of the fashionable churches awaiting the opportunity to worship at the numerous Easter services. While the rich were displaying the season’s latest style creations, numerous malcontents took the opportunity to protest against their condition, and several “protest parades” were held up Fifth Avenue, iincluding a group of striking seamen. The leaders of one “protest parade” of unemployed were arrested and charged with disorderly conduct.
