BIG PROBLEM CONFRONTING DOMINIONS United Press Association—By Electric Tel egra ph —Copy rig h t (Received April 22, 8.5 p.m.) LONDON, April 22. “The Morning Post” claims that Japanese equality in naval strength with the British Empire and the United States, is a matter of supreme importance to Australia and New Zealand, and other possessions in the Pacific, as their defence can only be achieved by sea power. A programme of meetings with the Dominion Prime Ministers will be drawn up directly Sir John Simon returns. The unsettled state of Europe must dictate concentration of a greater portion of the British Fleet in European waters, so fewer ships will be available for the vital lines of sea communication.
