HITLER’S SUPREMACY IN GERMANY NO LONGER RESPONSIBLE TO REICHSTAG United Press Association—By Electric Telegraph—Copyright (Received October 17, 7 p.m.) BERLIN, October 16. The Cabinet Ministers have taken an oath acknowledging Herr Hitler absolute ruler of Germany for the remainder of his life. The Secretary of State (Herr Lammers) announced that Herr Hitler is above the Reichstag, which cannot bring any charge against him. The Courts and all Minister:; henceforth will be answerable to him alone. State Governors will also be required to take the new oath. Reichstag Authority Ends Herr Lammers said that the responsibility of the Chancellor towards the Reichstag was no longer even a legal foundation, since it was obviously impossible for the head of the State to be answerable to Parliament. In any case the Reichstag, when it passed the Enabling Act, renounced its claim to further power. Herr Hitler had come to power by legal means. He was nominated by the President, elected by the people, and confirmed by the Reichstag. There was no need for any constitution in a Nazi state since the wave of Nazi rising had overswept the whole people and had borne with it a new conception of the State. The only outstanding question was the complete fusion of party with the State, which was a judicial problem which the future must solve.
