RUSSO-JAPANESE PARLEYS « CONTINUE TOKIO, October 6. Although agreement has been reached on the principle concerning the price to be paid by Japan for the Chinese Eastern Railway, negotiations between the Foreign Minister (Mr Hirota) and the Soviet Ambassador regarding details of the actual transfer are still continuing, since many technical questions have yet to be cleared up. It is, therefore, too early to speculate on the date of the eventful signing of the agreement. Two high officials of the Manchukuo Government are taking part in the negotiations. Improving Amur Line The Soviet Government is making extensive preparations for the improvement of the Amur railway in view of the sale and forthcoming transfer of the Chinese Eastern Railway. The Amur railway, which is part of the Trans-Siberian railway, now provides the only all-Russian, but more indirect, route to Vladivostok. During the Civil War 68 bridges were destroyed on this railway, but these are now in great part restored, and the laying of a double-track has almost been completed, many political prisoners being employed on the work of improvement.
