He declared that the city was a ghastly failure, and was driving the best men from politics, notably Mr S. M. Bruce, Mr J. G. Latham. Sir Walter Massy-Greene, Sir Henry Gullett and now Sir Harry Lawson, who were not prepared to give up their time in travelling to and from, and in living there.
