Mastudaira (Japanese Ambassador in London), and the British and American representatives, had agreed that the Naval Conference in 1935 should rigidly exclude political questions, especially concerning China and East Asia, which “is wise, as otherwise the Conference is foredoomed to failure.” CONTROL OF EASTERN RAILWAY. JAPAN’S OFFER TO SOVIET. United Press Association—By Electric Telegraph—Copyrlgnt. (Received July 25, 8.30 p.m.) TOKIO, July 25. The foreign spokesman said that he expects a quick settlement of the negotiations for the sale of the Sino Eastern Railway. He added that the generous offer that had been made should be acceptable to the Soviet. The negotiations would be broken off if the offer was not accepted. The price has not been divulged. ACCURACY OF REPORT DOUBTED CAUTION IN OFFICIAL CIRCLES. United Press Association—By Electric Telegraph—Copyrlgnt (Received July 25, 7.15 p.m.) WASHINGTON, July 25. Because of the lateness of the hour when the reports were received, the State Department declined to comment on the reported announcement by the Foreign Office at Tokio that the United States and Great Britain had acceded to Japan’s insistence that political issues should not be discussed at the Naval Conference in 1935. Informed circles, however, are dubious that the Government would make such commitment at this early date.
