DEFENCE RAISES A POINT. By Telegraph—Press Association PALMERSTON N , June 18. A disturbance which occurred in Rangltikei Street on the morning f June 9, when the police prevented a procession of city unemployed, had a sequel in court to-day when the hearing of charges against the men arrested on that occasion was commenced. These included resisting the police, obstructing the police and inciting lawlessness. A temporary halt occurred, however, when counsel for the defence raised the issue that the city council had no authority to prohibit a procession under the Municipal Corporations Act. If was contended that while the council cou ban traffic in toto it could not prohobit just one section of it. The Magistrate, Mr J. L Stout, reserved his decision on the point declaring it a vital one.
