NO LICENSES
GOLD COIN DEALERS FINED. By Telegraph—Press Association WELLINGTON. May 22. For carrying on the business of a gold coin- dealer without being the holder of a license, Harold Harding Morris was fined £SO by Mr E. Page, S.M., and £5 for melting down current coin without the consent of the Minister of Finance, in the Police Court to-day. James Bailey Forbes was convicted and ordered to pay costs for aiding in the commission of the first mentioned offence. For carrying on the business of a secondhand dealer without a license, H. H. Morris, Ltd., were fined £5. All the cases were the subject of a reserved judgment, and security for appeal was fixed on the charges of carrying on business without proper licenses. To the defence that the regulations under which the charges were laid w r ere ultra vires, the Magistrate’s opinion was that the clauses in the Board of Trade Act. which empowered the making of regulations, were wide enough to justify the making of regulations. which, therefore, were not ultra vires.
