ALLEGED WRECKERS AMONG WORKERS
United Press Association—By Electric Telegraph—Copyright LONDON, M&rch 26. The Riga correspondent of “The Times” reports that M. Stalin has signed decrees enjoining a supreme effort to establish order in the railways, which are recognised as the most unsatisfactory section of Soviet economy. Henceforth the managing directors of each i&ilway system must appoint co-directors upon technical and not political qualifications. The decree declares: “The most undisciplined section is that comprised of railway workers, who are sometimes indistinguishable from wreckers. They will therefore be treated as enemies of the State if they do not mend their ways.”
