Stalin has signed decrees enjoining a supreme effort to establish order in the railways, which are recognised as the most unsatisfactory section of Soviet economy. Henceforth the managing directors of each i&ilway system must appoint co-directors upon technical and not political qualifications. The decree declares: “The most undisciplined section is that comprised of railway workers, who are sometimes indistinguishable from wreckers.
