CANADA’S NEW PLANS OUTLINED United Press Association—By Electric Telegraph—Copyright OTTAWA, March 26. The National Products Marketing Bill was introduced in Parliament today by the Minister of Agriculture providing for the creation of a Dominion Marketing Board, with powers to regulate the marketing of any natural product, which the Government, by Order-in-Council, may declare to be a regulated product. Powers are provided to limit or increase exports from Canada of any regulated product, at anytime, and to control inter-provincial trade, also to recompense exporters for losses incurred through obeying the orders of the Board. Recompense to exporters for losses due to fluctuations in the exchange rates are aJso provided when, resulting from the orders of the Board.

Part 11. of the Bill gives authority to Investigate and regulate prices, handling and regulating products, and provides penalties up to £IO,OOO dollars when the regulations are broken. It is understood that the Board will start with three members, and it is expected that Provincial Boards will be set up to administer the Act in regard to any particular commodity which it has been decided to regulate. In deciding what products may be regulated the Minister may act on his own initiative or the producers may petition the Minister to Act.
