DEMAND FOR RECIPROCAL TREATMENT United Press Association— By Electric Telegrapb—Copyright (Received December 10, 6.30 p.m.) TOKIO, December 9. The Japanese Foreign Office has issued a statement saying it is trying to control exports, with a view of coping with world-wide agitations against Japanese goods. It will also arrange trading agreements, but in the event of the latter being impossbile, Japan will enforce discriminatory tariffs against all countries unfairly blocking Japanese goods.
