AMERICAN REMINDER TO DEFAULTERS. TOKEN PAYMENTS OFFERED. United Press Association—By Electric Telegraph—Copyright (Received December 10, 6.45 p.m.) WASHINGTON, December 9. The State Department forwarded communications to war debt defaulting nations to-day, reminding them of their obligations of December 15. They include France, Poland, Belgium, Esthonia and Hungary. The remainder, excluding Finland, who paid in full, offer token payments, the majority of which are less than was made last time. Britain is prepared to pay 7,500,000 dollars on 117,670,000 dollars due. Previously Britain paid 10,000,000 dollars on 75,950,000 due.
