THE BULLER SEAT
THREE CANDIDATES IN THE FIELD. By Telegraph—Press Association WELLINGTON, October 18. Although no official announcement has yet made, it is most unlikely that the Coalition will contest the Buller seat, which has been made vacant by the death of Mr H. E. Holland. The by-election will fall at a time when the Government most needs its forces in Wellington, and apart from that consideration, its prospects of winning such a predominately Labour electorate must be small. Already three candidates for ..lie byelection have been announced—Messrs P. C. Webb, the official Labour candidate; H. I. Simson, of Hawke's Bay. who is standing as a Liberal-Labour candidate; and Mr E. L. Hills, of Christchurch, who will presumably stand as he did in the Lyttelton byelection. as an Independent Labour candidate. The writ for the by-election has not yet been issued. The procedure when a member dies during a session of Parliament Is that the Speaker reads to the House a telegram from the registrar, notifying the death of the member, and the House then directs him to issue a warrant to the Clerk of Writs to m e out a new' rit for the election of a member to the vacant seat. This writ, of course, specifies the date of election, the date of the closing <A the nominations, and the date of the closing of the rolls.
