“Indigent poor! What kind of poor is that ” asked Mr C. Duff at the monthly meeting of the Hawke’s Bay Hospital Board when the medical subcommittee made certain recommendations by which it was hoped that the hospital would be used less than it was at present by people better able to afford attention elsewhere. “I do not like the words ‘indigent poor’,” he said; “we are all poor, but I do not know about this indigent poor.” Members of the board, while agreeing with the principle that the secretary should inquire into the financial status and residential qualifications of prospective patients and emphasise that the hospital is really for those who cannot afford attention elsewhere, felt that the phraseology of the recommendations was too “controversial and strong" and referred the matter back to the committee.
