DEMANDS SECURITY BEFORE DISARMAMENT. REQUEST FOR ANGLO- AMERICAN UNDERTAKINGS.

The French correspondent of “The Daily Telegraph” at Paris, giving purely the French view of the disarmament talk, in a wireless message, says: “M. Daladier insisted that the rejection of any scheme of mutual assistance between the European Powers, made more essential the French demand for the automatic and effective international control of armaments.” M. Daladier declared three or four years of a probationary period must precede any serious reduction of French armaments. The British and American Governments must be prepared to declare what steps they would take in the event of a violation of any convention negotiated. British and American statesmen had not succeeded in moving M. Daladier from this position. The Paris correspondent of “The Morning Post” says: “M. Daladier proposed disarmament by budget control, and suggested a Pact ensuring international action against any member violating a convention.”
