The ye-estabiishment of the internal passport system gives the O.G.P.U. greater control over the people’s movements than the police had under the Tsarist passport system. Citizens must carry passports constantly, and produce them on demand. Even the most privileged classes are prohibited from visiting friends and relations for more than a few hours, without registration at the local police station, or parsing a night anywhere outside their registered dwelling. The unemployed and other
“undesirables” will not be allowed to haunt the industrial centres, but will be deported to unnamed distant places.
