Senator Connolly, the Irish delegate, emphasising the refusal to recognise Manchukuo. said the Free State was naturally opposed to imperialistic peoples. If the League faltered or hesitated, fearing that action might offend, it would not deserve to survive. Unless they were prepared to repudiate the Lytton report, which revealed that Japan infringed the League Covenant, the Kellogg Pact, and the Nine Power treaty, the countries represented at the Assembly must refuse to recognise Manchukuo, otherwise the League’s integrity cannot be maintained. Declaring that Japan's view of the Covenant is inapplicable to Manchukuo, Baron Matsuoka criticised the League’s optimism regarding the rehabilitation of China, ill view of her disordered condition. Japan had hopes, but not at present. Japan had not applied for the League's protection, which was inaffective as now constituted, but was willing to co-operate with the League in stabilising China’s foreign relations.
