GENERAL HIGGINS AT WELLINGTON. By Telegraph—Press Association WELLINGTON, April 10. The Town Hall was filled to capacity this afternoon, when General Higgins, of the Salvation Army, addressed a representative gathering. The Chief Justice (Sir Michael Myers) presided, and the GovernorGeneral gave an impressive speech. General Higgins spoke at length, touching mainly upon the work of the Army. Mrs Higgins addressed a gathering of women yesterday.
