The order states that “every person in Samoa (other than a Samoan born In Samoa) who has no lawful means of support, or has Insufficient lawful, means of support shall be deemed a vagrant, and shall be liable to imprisonment for six months.” Disorderly persons are defined as follows: (1) “Every person shall be deemed a disorderly person and liable to imprisonment for one year who is found armed with any offensive or dangerous weapon, instrument, or thing, unless such person can prove to the satisfaction of the High Court that he is so armed for a lawful purpose; (2) every such weapon, instrument or thing shall by conviction of the offender become forfeited to His Majesty.”
