GERMAN COMMISSION’S REPORT. United Prees Association—By Electric Telegraph—Copyright (Received April 6, 7.45 p.m.) BERLIN, April 5. The special Commission appointed to report on the possibility of reducing unemployment recommends the stoppage of long working hours with overtime, and the restriction of working hours in certain trades to forty per week; the refusal of permission to officials to earn money outside of their occupation, and inducements to married women officials to resign their positions.
