NOVEL MEASURES ADOPTED. United Press Association-—By Electrlo Telegraph—Copyright (Received March 19, 5.5 p.m.) LONDON, March 19. The Riga correspondent of "The Times'' states that despite orders to attach miners until the completion of the five years’ plan, desertions in the Don Basin since January total ten thousand, w r herefore the Ukrainian Trade Union Council has ordered urgent measures, including a supply of bedsteads, and theatrical companies and cinemas, to amuse the miners between shifts.
