NAVAL TREATY.
TURCO-RUSSIAN AGREEMENT. United Press Association—Bv Electric Telegraph—Copyright CONSTANTINOPLE, March 9. The Turkish Foreign Minister and the Russian Ambassador signed a protocol that neither country shall construct war vessels until it is intended to reinforce the naval squadrons in the Black Sea, adjoining waters, or without informing the other country six months ahead.
