LIMITATION OF ARMAMENTS.

Naval Agreement Reached. FOREIGN MINISTER’S ANNOUNCEMENT. United Press Association—By Electric Telegraph— Copyright LONDON, March 4. Mr Hoover issued a statement congratulating the participants in the Franco-Italian naval settlement. “I feel that the responsible heads of the Governments and the peoples of the world owe a debt of gratitude to the infinite patience and ability of all who collaborated so effectively towards a settlement.” Mr Stimson also expressing satisfaction, said the agreement would make the resort to the “escalator” clause unnecessary. He added that he was satisfied that the agreement contained
