BRITISH POLICY IN CHINA.
NEGOTIATIONS AT NANKING. British Official Wireless RUGBY, March 3. Sir Miles Lampson (British Minister) has arrived at Nanking for a discussion on the question of extra territoriality. Preliminary conversations with the Chinese Minister of Foreign Affairs have already begun. It is hoped a settlement of the whole question may result. The present British policy in China is based on a memorandum December, 1926, recognising that with the stabilisation of political conditions, extra territoriality, which within the past thirty years has undergone considerable modifications, could not be maintained. The negotiations were interrupted in 1929, owing to internal troubles, culminating in civil war, but in September last Sir Miles Lampson presented a draft agreement. Tht Chinese Government replied in December with a counter draft. The present negotiations were begun on the assumption that the Chinese Government now controls the internal situation.
