The Alexandria correspondent of the “Daily Telegraph” says that Sidky Pasha and his Cabinet are working out a constructive programme, and intend to summon Parliament in November, when the Chamber will be selected. , THE EGYPTIAN TURMOIL. Last week, Mr Macdonald informed Parliament that, owing to the violent rioting and loss of life in the Egyptian capital, two British warships had been ordered to Alexandria, to guard against further danger to the European residents. At the same time, the British High Commissioner informed Nahas Pasha, whose Wafdhist followers are the cause of the trouble, that he would be held responsible for any harm done to foreigners. In taking this course, the British Government is clearly within its rights, as through the refusal of the Egyptian Government to ratify the Treaty negotiated by its representatives in London, the relations between Britain and Egypt have reverted to the position defined by the Declaration of 1922. But the E&yptian Prime Minister has taken the line that Britain's action conveys a covert menace, and that Egypt as an “independent” State does not require and has not asked for assistance in repressing disorder. The most obvious answer to this is that Egypt is not “independent” under the 1922 compromise. At the same time, it may be pointed out that the Egyptian Government, during the past halfcentury has never yet been able to keep order without foreign aid. If Britain had not intervened in 1882, when Arabi Pasha rebelled, or again in 1898, to crush the Mahdists, modern Egypt would have been engulfed in the chaos that already hides half a score of vanished civilisations there; and without help from Britain it is most unlikely that King Fuad and his Ministers could save their country from such a deplorable fate to-day. The '‘Morning Post” says according to the Egyptian Arabic Press, the Wafd delegation which is at present in London atending the Inter-Parliamentary Congress, received £30,000 to cover the expenses of living and entertaining the right people.
