Problems For Conference. BIG FIELD FOR ACTIVITIES. (British Official Wireless.) (Received June 19, 5.5 p.m.) RUGBY, June 19. The Colonial Office announces that the Colonial Conference will receive reports of the progress made since the previous conference held in 1927, and will consider certain developments which have taken place in the past three years. During that period, the Colonial development fund has been established, under which an amount not exceeding £10,000,000 has been made available to aid or develop agriculture and industry in the Colonial Empire, and a progress report will be considered by the conference. Further consideration will be given to important proposals for a combined agricultural service, which arose partly from the discussions at the last conference on the organisation of scientific services. The question of supply and the censorship of cinematograph films, also has been examined by theCommittee, and its report will be before the conference. The new Committee, whose creation is directly due to the recommendation made at last conference, also has been established to give advice on educational matters in all the colonies. The agenda falls Into three heads; namely, the development and administration of scientific and technical departments, and general administration. The first of these headings covers a wide range of subjects, namely cables and wireless communications, broadcasting, civil aviation, including air survey, meteorology and development of air routes, railway and motor transport, .films, and development of fisheries. The second heading is mainly concerned with the organisation of scientific services, including the agricultural service, though questions concerning public health and education, to which considerable attention is to be devoted, will also come under it. Under the third heading, the recommendations of the Committee, which has recently been reported on the staffing of the Colonial Services will be considered. The Committee made an important proposal for the establishment of unified colonial service, which will receive close attention by the conference. The conference will devote a plenary session to a discussion of the conditions affecting the social welfare of the population of the colonies. A session will also be given to the question of prison administration and methods for dealing with juvenile offenders.
