PROHIBITION IN U.S.A.
DEMAND FOR ENFORCEMENT. (United Press Association—By Electrle Telegraph—Copyright.) WASHINGTON, April 28. An emphatic demand for speed in the carying out of his law enforcement programme was delivered in Congress to-day by President Hoover in a special message, which declared that American obedience to law enforcement and judicial organisation had fallen below the necessary standards. "Reforms are necessary if I am to perform the high duty which falls upon an executive for the enforcement of the Federal, laws,” said the President. He stressed the point that while a considerable part of the problem arose from laws relating to intoxicating liquors, laws relating to narcotics, automobile thefts, and so on were also contributory.
