RELATIONS WITH LEAGUE COUNCIL. (United Press Association—By Eiectrlo Telegraph—Copyright.) GENEVA, April 9. Complications are expected to follow the Irish Free State’s decision to seek a non-permanent seat on the ouncil. The Independent British Empire is now represented by Canada, and it expected that South Africa will succeed to the Empire’s seat as Australia and New Zealand are not aspirants. Irelands claim is regarded as a gesture to demonstrate virtual independence, but it is unlikely to succeed.
