(From Our Own Correspondent.) IN AND ABOUT THE CITY. CHRISTCHURCH, April 4. Labour Gives Up Reins. It is estimated that the recent city by-election cost £6OO. One of its effects is that Labour Councillors have decided to relinquish all the chairmanships of Standing and Special Committee of the City Council, and to hand over the whole of the administrative work to nominees of the Citizens’ Association, who are now in the majority for the first time for three years. The majority will be a precarious one, owing to the absence of Councillor Flesher, who is leaving on a, five months health-recruiting trip. The voting strength will be even, and the Mayor will have a casting vote. The situation, is therefore, full of interesting possibilities. Christchurch Airman. Flight Lieutenant Harold Piper, was a well-known figure in motor-cycle circles in Christchurch. Before he went Home Piper turned his attention to sport as typified in motor-cycle racing. He was a daring rider, taking part in beach races, track races, hill climbs, and reliability trials. Those who knew him ,say that he had great pluck and endurance. Piper learnt flying at the Wlgram Aerodrome, and then went to America for a trip. After returning from there he left in 1926 to take up training in flying at Home. He then joined the Air Force. He will have about a month of his time left to spend in Christchurch and other parts of the Dominion, and will then have to return to duty in England.
