EFFORT TO RESTORE PEACE. (United Press Association—By Electric Telegraph—Copyright.) (Received February 4, 5.5 p.m.) SHANGHAI, February 3. Several swift attacks have thrown the Government troops, under Cheng-Chi-Tung, into a precarious position.
