HEAVY LOSS IN OPERATION. "(United Press Association—By Electric Telegraph—Copyright.) MELBOURNE, April 28. The chairman of the Victorian Railways Commission (Mr Clapp) estimates the total loss annually to the railways through the competition o! the tramways, motor buseSj' touring -buses -and commercial vehicles at £946,000. The total loss through motor transport competition alone was £821,000.
