The Pan-American Conference upheld the principle that oppressed peopl* have th« right to revolt against their government The Cuban and Argentinan delegations, apparently with the tacit approval of the American delegation, succeeded in negotiating a proposal by the Mexican delegate that the thesis as a principle of international law should bo adopted, namely, when revolutionists seized a port of the established Government, the latter should appeal to all nations to boycott the pert seized. •_
