RAKOVSKY MUST GO HOME.
French Note To Soviet. NO RUPTURE OF RELATIONS. By Cable —Preee Association —CopyeleM. Australian and N.Z. Oabl. Association. (Received October 10, 5.5 p.m.) PARIS, October 9. The Soviet having ignored verbal representations, M. Herbert© handed M. Tchitcherin a Note formally demanding the replacement of M. Rakovsky, and explaining that there is no question of a rupture of relations.
[A cable message published on Saturday announced that according to “L© Soir,” M. Tchitcherin (Soviet Foreign Commissar) stated in an interview that ho refuses to recall M. Rakovsky. Some weeks ago, the newspaper “Le Matin” said that representations had been made to Tchitcherin, at Moscow by the hrencli Ambassador stating that althougn France was considering the Russian proposal for a non-aggression pact no treaty can be concluded in the present circumstances. The Ambassador said it was impossible to negotiate through the present Soviet Ambassador to France, Rakovsky, also that Russia must make final and definite proposals for the settlement of her debts to France. The objection to MRakovsky is that quite recently, while in Moscow, he urged the Communists to persist in their organisation of a world revolution. The French Government strongly protested and notified the Soviet that he was no longer acceptable as ambassador in Paris. After a lively controversy, the Riga correspondent of “The Times” stated that the Soviet had abandoned hope of keeping M. Rakovsky in Paris. The newspaper “Izvestia” said the Soviet has na ambassadors other than Communists, therefore a change in persons will alter nothing. The declaration by the Soviet Foreign Commissar that the Soviet refuses to recall M. Rakovsky must have come as a surprise to France.]

PARIS, October 10. “Le Journal” sa3*s that M. Kalinin has signed a decree recalling M. Rakovsky, who returns on October 13. The Soviet indicates that it has full confidence in M. Rakovsky, who continues in the diplomatic service.
